Ocean View Nursing Home is a wonderful 34 bedded residential nursing facility situated on the slopes of the Slieve Mish mountains in Camp on the Dingle Peninsula with panoramic sea views. It is an essential facility for the local community, which serves our older population. It is one of the largest employers within our local community, with a current staff of 44 employees (up to 50+ at full capacity).
In September 2024, the Office of the Chief Inspector of Social Services (HIQA) cancelled Ocean View’s registration under the Health Act, citing fire risks. Those fire risks can be easily addressed. The HSE took over the operation of the Centre. The HSE were appointed as registered provider for the operation of the Centre, and Minister Mary Butler T.D. gave welcome assurances that the HSE would facilitate the sale of Ocean View to a new private owner/operator.
Thankfully, Riada Care, a well-respected family-owned nursing home group stepped forward and proposed a plan not only to complete all fire safety works in Ocean View but also to invest over a million euro towards the expansion of the facility and the generation of further employment there. Common sense decision-making from HIQA was what was required for Ocean View.
The lawfully appointed Chief Inspector of Social Services has been absent from her desk since 27 November 2024 and unable to carry out her functions under the Health Act. Instead, less senior HIQA employees who are not the Chief Inspector have been making decisions about Ocean View during the Chief Inspectors absence.
The decisions of the absentee Chief Inspector will now result in the loss of over half of the 44 employment positions in Ocean View. On 7 March 2025, an absentee Chief Inspector, somehow, decided to issue a Notice of Decision to Riada Care who sought to register Riada Care as the new registered provider of the 34 bedded Ocean View but imposed conditions which stop Riada Care from admitting new residents to the Centre, limiting the number of residents to 15 for this 34 bed facility, and stipulating staffing for only 16 residents.

Why is this important?
The decision-making of the absentee Chief Inspector, Carol Grogan, if left to stand, will result in catastrophic job losses in Ocean View. There are currently 27 elderly, vulnerable, and frail persons from our community waiting for placement in the wonderful Ocean View.
Let them do their work which they do very well with dedication and love. We ask for the unbalanced regulatory decision-making to end. Chief Inspector, stop your unreasonable interference affecting the Centre at a local level.
