Close the Loophole: Demand Legal Accountability for Substandard and Uninsured Roofers

I want the Committee to refer this issue to the Joint Oireachtas Committee on Enterprise, Trade and Employment and the Department of Housing to draft legislation for a mandatory statutory register for all roofing contractors in Ireland. I ask that they introduce strict legal requirements making valid public liability insurance and formal trade qualifications a mandatory prerequisite to trade. Finally, I ask that they grant enhanced enforcement and fining powers to the CCPC to penalise unregulated and substandard operators.

Why is this important?

This change is urgently required because the complete lack of statutory regulation in the Irish roofing sector leaves homeowners entirely unprotected against severe financial ruin and unsafe housing conditions. Currently, unlike electrical or gas works, anyone in Ireland can legally market themselves as a professional roofer without providing proof of qualifications or public liability insurance.
When substandard or uninsured roofing work causes catastrophic structural damage or water ingress, homeowners are left with zero consumer recourse. Rogue operators simply vanish or liquidate, while insurance companies refuse to cover the damage because the work was substandard. This regulatory loophole damages the reputation of legitimate Irish tradespeople, strains the courts and allows rogue contractors to exploit vulnerable consumers. Introducing mandatory registration and insurance will guarantee consumer safety, enforce structural building standards, and bring the roofing sector into line with other strictly regulated trades in Ireland.
